Medical Director

Job Summary

  • The Medical Director shall spearhead facility program development, establish program direction, manage program’s resources and coordinate overall service delivery and personnel administration. Duties encompass all outpatient functions and clinically overseeing all provider practices. The Medical Director role is to ensure that clinical and safety outcomes meet organizational goals and provide direct patient care with administrative duties. The Medical Director will work with community stakeholders, business leaders and other programs to create awareness of a facility based Crisis Intervention Center in the City of Maricopa.

Scope of Services

  • Clinical Operation
  • Responsible for the coordination of medical services provided to patients
  • Assist with business planning and preparation of annual budget.   
  • Project personnel needs and monitor 24/7 provider coverage schedules to assure adequate staffing
  • Review and advice on procurement of medication inventory and equipment
  • Credential Organization with new insurance companies
  • Ensure new Providers are credentialed with existing insurance companies 
  • Ensure facility operate in compliance with all healthcare laws and regulation, policy and procedures
  • Put together a risk management program for smooth operation to meet the scope of practice.
  • Recommend and implement efficient Electronic Health Records (EHR) suitable for Facility
  • Advice on billing software and provide a guide/advice on billing coding services
  • Identify and apply for grants and funding resources for services
  • Pre-Operational Marketing Campaign
  • Coordinate with Marketing Company about initial marketing campaign and outreach to Crisis Call Centers, Crisis Mobile Teams, and engage community broad stakeholder groups that should minimally include law enforcement, hospitals with emergency departments, fire departments, ambulance providers, mental health advocacy agencies, community health providers, faith-based communities and health plans.
  • Initiate Police Mental Health Collaboration with Maricopa Police Department
  • Oversee Career Fair organized during Grand Opening
  • Human Resources Services & Recruiting 
  • Establishment of compensation plans and packages
  • Prepare employee handbook 
  • Prepare employee non-competition, confidentiality and arbitration agreement
  • Prepare job descriptions, advertise, solicit, interview, shortlist potential licensed and non-licensed clinical staff
  • Participate in recruiting and hiring of personnel
  • Recommend and assist with contracting with Service Providers & Recruiting Agencies
  • Clinical Supervision and Personnel Management: 
  • Provide direction for Behavioral Health Services provided by the Facility.
  • Provide supervision and oversight to assigned staff
  • Offer initial orientation and trainings
  • Assure providers are compliant with all regulations and accreditation elements of performance. 
  • Active participation in all compliance activities and surveys related to regulatory agencies.
  • Recommend and monitor In-Service education
  • Monitor compliance of continuing education requirements
  • Coordinate and administer developmentally appropriate training and supervision. 
  • Service Delivery and Care Coordination: 
  • Oversee the provision of clinical services, care coordination, and crisis management for patients to ensure all services align with policies, laws and regulations.
  • Providing Psychiatric consulting services to assist the Facility in the assessment of a client’s needs and the development of a client’s treatment plan.
  • Performing Psychiatric Service for the Facility’s clients at the Facility or via the Facility’s telemedicine program.
  • Lead the Court Ordered Evaluation and Treatment (COE/COT) processes while at the same time partnering with the providers to assure appropriate care based on patient needs. These duties will include testifying in court and participating in other related duties (e.g. meetings with legal entities, working with community stakeholders, etc.).
  • Prescribing medications indicated for the mental health needs of the Facility’s clients.
  • Partner with staff to create schedules that ensure seamless patient access to services 
  • Communicating with the Facility’s personnel members, volunteers, interns and other contracted professionals to ensure the needs of the clients are being met through the coordination of a client’s care.
  • Peer-to-peer calls to coordinate services for clients PRN. When a client’s pre-existing medical condition(s) require medication management it may be necessary to communicate with the client’s PCP or other medical practitioner(s).
  • If necessary, communicating with a pharmacist and/or primary care Contractor, or other specialty, regarding a client’s prescribed medications.
  • Charting notes, interval notes in Facility’s EHR system, or manually on a paper note.
  • Review and approve clinical documentation.
  • Performance and Compliance Management: 
  • Actively participate in performance management activities
  • Routine and scheduled supervision meetings, Quarterly reviews, Chart reviews, and audits
  • Actively engage in performance management, including routine and scheduled supervision meetings.
  • Monitoring and addressing performance concerns.
  • Conducting chart reviews and audits.
  • Ensure all program services comply with applicable regulations, laws, and contracts. 
  • Monitor staff morale, fostering a positive team spirit and continuity
  • Other duties as assigned.


Knowledge, Skills and Abilities

  • Knowledge and skills in the methods and practices of clinical assessment and intervention for individuals with Psychological issues.
  • Knowledge and skills in the methods and practices of clinical program development, implementation, and evaluation. 
  • Knowledge of applicable licensure, certification and accreditation standards. 
  • Maintain appropriate clinical knowledge and skills, including the fundamentals regarding assessment and treatment of Psychological health. 
  • Maintain proper licensure and certifications to provide services to Patients with Psychological health issues.
  • Earn adequate CEU’s to maintain licensure.
  • Maintain a valid Arizona driver's license and personal vehicle insurance as required by state law.
  • Always maintain professional relationship with Patients and staff.
  • Abide by the code of ethics of the professional discipline.
  • Ability to establish and maintain effective working relationships with supervisor, peers and subordinates. 
  • Ability to plan and carry out assigned responsibilities in an effective and efficient manner. 
  • Ability to establish and maintain appropriate professional and ethical relationships with Patients in order to positively affect their treatment plans.
  • Ability to communicate in person and in writing and have excellent computer skills. 


Qualifications

  • Must have a valid license to practice in the State of Arizona. 
  • Must be able to pass a criminal background check, 
  • Must have a current Level 1 Fingerprint Clearance Card
  • Current DEA Certificate 
  • Current CPR and Mental Health 1st Aid certificate
  • Must have their own malpractice insurance. 
  • License to work unsupervised.
  • Compliance with ongoing continuing education requirements
  • Keep license and CEU current.


Education

  • A medical degree, with a specialty in adult psychiatry and
  • A valid license issued by the Arizona Medical Board or the Arizona Board of Osteopathic Examiners,

Experience

  • 5 years professionally relevant experience required
  • Ability to assess the developmental level of the clinician and provide appropriate supervision, training, and coaching. 
  • Experience in performing court ordered evaluations and court ordered treatment.
  • Familiarity with A.R.S. Title 36 as it pertains to court ordered evaluations and court ordered treatment processes and procedures. 
  • An advanced degree or training in leadership and administration a plus
